Adarsh Kumar Goel urged the government and the road safety experts to add 'environment' as part of the road safety campaign, as vehicular traffic on roads adds to air pollution, affecting human health.
Opposition benches questioned the government over the delay in implementing the scheme which would provide a cover up to `30,000 even if the resident is from another state.
According to top officials of the World Health Organisation (WHO), road traffic crashes kill over 1.3 million people every year - more than two every minute - with nine in 10 deaths occurring in low- and middle-income countries.
The majority of men taken to emergency trauma centres in hospitals are victims of injuries sustained in traffic incidents while the cause of most women being brought to such centres is falls on the road.
The successful bidder will be responsible for coordinating the transport of road crash victims to nearby hospital or any health facility for treatment for the first 48 hours from the time of hospitalisation or providing necessary treatment up to a cost of Rs 30,000, whichever occurs early.
In 2020, every 100 road crashes claimed, on an average, 37 lives as recorded by police across the country, the most in the last five years.
In a 774-page petition, the state said: “Multiple cases such as deaths due to Covid-19, road traffic accidents and even cases of suicide have been outrightly treated as murder cases for the purpose of the report.”
We are already 30 years behind in medical air service. In Germany, there are helicopter services that lifts patients during emergencies in the event of road accidents, trauma, medical emergencies etc. Whereas in India, we don’t have a system, which is capable of doing the helicopter emergency services.
Deaths in the state from road accidents and other communicable diseases were less than Covid-19-related fatalities in 2020.
"In 2020, Maharashtra witnessed 25,456 road accidents and 11,452 road fatalities. Maharashtra is one of the three states that have reported the highest number of deaths in road accidents," Parab said at the function.
The report, based on data from state police departments, also showed that 791 people killed in road accidents in Delhi were in the age group of 15-35.
