Grounds for giving RSBY to Health Ministry not 'tenable': Parliamentary panel

A Parliamentary panel said the reasons given by the government for transferring the Rashtriya Swasthya Bima Yojna from the Labour Ministry to the Health Ministry are not "tenable".
